Answer
Messages are encoded for a number of reasons including security. Normal messages in transit are plain text and so can be viewed by anyone. Encoded messages are only visible to the end recipient. This encoding therefore provides increased security for sensitive messages in transit however it also provides spammers with a method of fooling some anti-spam scanners.
GMS Anti-Spam will now decode and scan those base64 encoded messages and block them if appropriate.
Note: Scanning of Base64 encoded messages is not available to installations running VSM
