Answer
There was a problem in previous builds where if a message was sent to a user in a domain and cc’d to a second user in that same domain then it was rejected for the first user but delivered to the second user.
This problem has now been fixed and restricted words are correctly caught regardless of where the recipinet is in the delivery sequence.
