Yes.
Within the GUI in the System > Messages section, there is a check box to enable "Service start Message to Postmaster" in builds 3078 and later. This feature enables an automated message which emails the postmaster each time a service starts.
Please Note: The SQL service is started by a series of actions and so will not cause an alert email to be sent when it does start. This does not indicate that the service has not started.
