I have GMS Communication Server and I would like to change and limit the maximum members allowed to be added on different lists. Can I set a limit within GMS Communication Server that will allow me to restrict the number of members to something lower than my licence is set for?

Yes.
We have enhanced the functionality of GMS Communication Server to include a new variable ListMaxMembers which will allow you to set on a per list basis what the maximum members will be. If left at default, your licence limit will be used. This cannot be used to increase the number of members allowed on a list beyond your licence limit.
