Yes. For SMS gateways that support SMTP we have enabled a feature that will allow the storage and forwarding of SMS messages where the original attempt to pass the SMS message on fails, for example if the SMS gateway is temporarily unavailable.
The length of time the message is queued for and how often it is retried is controlled in the same way as for other outgoing mail queues under the Outgoing > Rules page.
Note: Due to the perceived immediacy of SMS messages the retry and failure times should be kept to reasonably short intervals. Certainly shorter than the defaults for normal mail messages.
