Why are banned attachments not being rejected?

Question

I have banned attachments with the extension .exe from entering my server.
However, some attachments with this extension get through while others do
not. Why is this?

Answer

In order to maintain a high level of efficiency GMS Anti-Spam assumed that any IP
addresses specified under Security > LocalIP were "trusted" IP
addresses, i.e. the administrator new who had access to these IP addresses
and trusted the content that they sent through the server.

These IP addresses are no longer treated as "trusted" and are
subject to the same GMS Anti-Spam checks as external IP addresses.
