Answer
A message was sent to a list for posting to all the list members. The message was rejected because it had multiple TO: clauses and may therefore be unsolicited commercial email. The default limit for the number of To addresses a message can contain is 5, but this may be changed by the list administrator.
In this case, request Undefined was going to post a message to list Undefined.
