Answer
A remote system has asked GMS to restart a queue for a specific domain. However, GMS has been configured to prevent ETRN for this queue.
In this case session Undefined was processing a connection from the server/client at Undefined which requested the queue Undefined be started.
If you need to resolve this issue, you will need to allow this domain to use the ETRN command.
