Yes, WorkgroupMail can do both. To provide internal mail, it simply recognizes whether an outgoing message is sent to a local recipient and, if so, loops the message back so that it appears in the Received Messages folder, ready for immediate collection. It is not necessary to add a separate ISP record to handle the internal mail.
