Why are messages to multiple recipients bypassing my restricted word checks?

Question Background:
 A number of messages entering my system appear to be bypassing my restricted word checks. If there is a single recipient for the message then it is caught correctly, but if the message is CC'd to one or more additional users, it is delivered to these users.

Answer:
 This has been addressed as a hotfix to the 3078 release of GMS. The hotfix is available for download below

All recipients of a message are now correctly checked against the list of restricted content, and mail to all of those recipients is correctly rejected.
